Protection of the built-up area of the municipality by the proposal of water management measures in the river basin

The aim of this paper is to evaluate the important factors that determine the flood risk of the built-up area in the surveyed location. Also, it is necessary to assess the intensity of erosion treat to the soil and then propose comprehensive protective measures in the catchment areas of critical points and profiles, which will reduce these unfavourable values. The introductory part will summarize the existing knowledge and methods for determining the values of surface runoff and the degree of erosion risk. In the design part, surveyed locality analysis will be proved. Furthermore, the suitable water management measures will be proposed. The measures will ensure the protection of built-up area of the municipality and improvement of erosion conditions. For analysis of the area and for propose of measures were used ArcGIS-ArcMap and DesQ-MaxQ software. Obtained information was then processed in MS Excel and Word editors.
Revitalization of Jankovice stream

The final thesis is focused on assessing the current state of hydrological system in the watershed area Jankovice stream and on draft proposal of food protection measures of the village Jankovice. In the first part of the thesis, there is documented the current situation Jankovice stream, its appreciation and draft measures for a improvement the current state. In the following part, there is the elaboration of the sediment transport balance in the stream. In the last part of the final thesis, there is documented the current state Jankovice stream in the village Jankovice and the stream regulation is designed for the purpose of flood protection of the village.

The bachelor thesis deals with the course of flash floods in the Oslava and Oskava river basins. The aim of the bachelor thesis was to create a rainfall-runoff model, calibrate it on selected episodes and then evaluate it on validation episodes. Another goal was also to determine the probable behaviour during flash flood occurrence in the area. The model was created in the HEC-HMS program, in which the SCS Curve Number, SCS Unit Hydrograph and Lag methods were selected for the calculation. In the conclusion of the bachelor thesis, the developed model and the course of the simulated episodes are summarized. The suitability of the selected computational methods is also evaluated.

Community area risk assessment for flash flood

The flash floods forecasting is struggling mainly with extraordinary irregularities in origin of causal precipitations. They only in conjunction with the territory water saturation caused by antecedent precipitations start effect of other local factors that can consequences of short-term extreme precipitation either worsen or mitigate vice versa. Other community area features represent a permanent potential for an adequate territory response after heavy rains. According to current knowledge, it is possible to assess the flash floods hazard of a particular territory in case of extreme precipitation in advance. If such precipitations are already on the ground, or if they are just coming up in the atmosphere, the local flood control headquarters has at least time enough to call alarm and issue a flood warning. In the ideal case, it is possible to incorporate such area assessment into the concept of decision-making of the disaster staff and to insert it into the master plan documentation. The aim of this text is to present above mentioned original method, which can be used in authomatic GIS environment by public administration as well as other users. Suggested procedure is based on automatic hydrologic modelling in ArcGIS platform in combination with advanced digital terrain model. Delimitation of partial catchment basins is also part of our proces, which enables to decide about the risk value of the area in more detail using weighted arithmetic mean. These methods result to detailed imagination about probably threatened localities - and it is essential tool for local authorities and their decision making process in case of early warning.

Local early warning system for flash floods in the Horní Maršov basin

The described system is based on the new knowledge of the discontinuous character of water transport in an unsaturated zone and involves: instrumentation, software, dispatching center, handbooks and user’s Guids, complete projection documentation of the LWS, installation of the LWS in a catchment and testing and routine operation of the LWS.
Early warning system for flash floods with the taking into account the soil water – a case study for the Upper Úpa basin

Contribution describes an early warning system for flash flood detection that has been built in the Giant Mts. This system is located in the upper part of the Úpa River basin and Lysečinský Brook basin. The closing profiles of these basins are situated in Horní Maršov (81,7 km2 and 18,3 km2). Forecasting of flood risk is based on model approach, which uses measured hydrological and hydrometeorological quantities (rain intensity and total, discharge, soil moisture, tensiometric pressure of the soil water, air and soil temperature) as input data.
Early warning system for flash floods in the Krkonoše Mts

The present contribution describes a sophisticated local warning system (LWS) for detection of local flash floods that is built in the Krkonoše Mts. in the upper of the Úpa river with the closing profile at Horní Maršov (573–1602 m a.s.l., 81.70 km2). This system is based on the new knowledge of the discontinuous character of water transport in an unsaturated zone and involves: (i) instrumentation: (1) stream gauge monitoring stations with data transfer to the internet, (2) monitoring stations (equipped by rain gauge, air and soil thermometers, soil water tensiometers and soil moisture meters) with data transfer to the internet, (ii) software: (1) the internal software of the stream gauge and monitoring stations for the measurement, storage and transfer the data to the dispatching centre, (2) software of a central data repository, (3) software for data transmission in the internet browser, (3) software for the forecasting of flood risk and sending flood alert, (iii) dispatching centre: (1) operating of the data repository, (2) forecasting of the water level for the each of connected stream gauge station, (3) sending flood alert, (iv) handbooks and user’s Guides: (1) hydrological and soil surveying, (2) LWS design, (3) operation and maintenance of the LWS, (v) complete projection documentation of the LWS, (vi) installation of the LWS in a catchment, (vii) testing and routine operation of the LWS. The described LWS is supported by the Technology Agency of the Czech Republic (Project TA02021451).
